Would it be possible to create an efficient green commute across the Hudson using Shweebs?

How would it work? Lets say 6 to 10 rails could be built across the Hudson river and enough shweebs to allow a continuous flow of commuters across.

It would be sponsored by Port Authority and commuters would pay say the equivalent of $1 each way to help maintain the shweebs.

The only difficulty would be to build it in a way so that ships could pass. The stretch is only a mile across at certain points.

Certainly on top of both of the tunnels would be good locations as they already have ventilation systems that are built out into the Hudson.
